China eyes European assets -minister (Reuters)

BEIJING (Reuters) ? China's Commerce Minister plans to lead an investment delegation to Europe next year, in hopes that the crisis roiling the continent will open up some plum assets for acquisition.

China has been reluctant to publically commit to buying additional European bonds, despite European pleas for help in shoring up finances there, but could be much more interested in getting hard assets for its cash.

"Next year, we will continue to send a delegation for promoting trade and investment to the European countries," Chen Deming told a gathering of Chinese firms with overseas investments on Monday.

"Some European countries are facing a debt crisis and hope to convert their assets to cash and would like foreign capital to acquire their enterprises. We will be closely watching and pushing forward the progress."

His comments are in keeping with an editorial in the Financial Times this weekend by Lou Jiwei, the head of China Investment Corp (CIC), who wrote that China was keen to make equity investments in Western infrastructure, especially in Britain.

Chen warned that China may fight back if other countries use trade protectionism against it.

Chinese officials repeatedly emphasize the overseas deals that have fallen through because of political opposition; although far more Chinese purchases have cleared with few problems.

China's largest state-owned shipping firm COSCO (1919.HK) has already made a major investment into Greece's historic Piraeus port (OLPr.AT), as part of Greek divestment plans.

Broadly speaking, overseas investment by Chinese state-owned enterprises has so far been primarily geared toward resources purchases, while CIC has been criticised at home for taking equity stakes in Western financial institutions.

CIC was particularly interested in infrastructure projects where governments could offer lower taxes or discounted bank loans in return for investment, Lou wrote in the Financial Times.

China has been colder to pitches to buy more European nations' bonds without getting anything in return. A Spanish delegation was met with polite disinterest from Chinese officials earlier this month, sources said.

The visiting Spanish minister also tried to interest CIC in upcoming divestments of state holdings in savings banks known as cajas, in the national lottery company, airports and other infrastructure.

Commerce Minister Chen cautioned reporters that China itself faces risks of further economic slowdown in 2012.

Annual inflation in 2011 is likely to exceed 5.5 percent -- overshooting the government target of 4 percent -- and inflationary pressures will continue next year, Chen said.

China VP meets with Myanmar armed forces chief (AP)

BEIJING ? China's vice president met Monday with the head of Myanmar's armed forces amid concerns over the safety of shipping on the Mekong River and just days before a breakthrough visit to the long-isolated country by U.S. Secretary of State Hillary Clinton.

Xi Jinping pledged to maintain strong ties with Myanmar and encouraged Gen. Min Aung Hlaing to push for solutions to unspecified challenges in relations, China's Foreign Ministry said in a statement.

"As a component of overall bilateral relations, China-Myanmar military ties have developed very well over the past few years," the statement quoted Xi as saying.

The ministry statement did not directly mention the deaths of 13 sailors killed in an attack on two Chinese cargo ships in early October on the Mekong in Southeast Asia. China, Laos, Myanmar and Thailand are due to begin joint security patrols on the river next month.

However, the ministry said Myanmar's general pledged to strengthen military exchanges and cooperation to safeguard peace and stability.

The joint security operation's headquarters will be in China, although it isn't clear whether Chinese boats will patrol stretches of the river belonging to its neighbors. China will help train and equip police in Laos and Myanmar.

Drug smugglers were initially suspected in the October attack near the Thai-Myanmar border. But nine Thai soldiers later surrendered.

Beijing has long provided key diplomatic and economic support for Myanmar, but relations have been strained by fighting between Myanmar's army and rebel groups that has sent refugees across the border into southwestern China.

China was also caught off guard by the suspension this summer of a major dam project being built by a Chinese company in Myanmar that presaged a significant about-face in Myanmar's domestic politics.

After a new government took office in March, Myanmar has eased some political restrictions and met with opposition leader and Nobel Peace Prize laureate Aung San Suu Kyi. That has earned diplomatic dividends, such as Clinton's visit starting late Wednesday.

Mayor: Occupy LA must leave City Hall camp Monday (AP)

LOS ANGELES ? The mayor of Los Angeles set a deadline for anti-Wall Street protesters to leave an encampment by City Hall, while demonstrators elsewhere in California took their message about corporate greed to Black Friday shoppers, at times facing off with police.

Mayor Antonio Villaraigosa lauded the Occupy movement for "awakening the country's conscience," but he said that after 56 days, the encampments that flank the two grassy areas adjacent to City Hall must be removed by 12:01 a.m. Monday for public health and safety reasons.

At an afternoon news conference with police Chief Charlie Beck, Villaraigosa said the movement that has spread in two months from New York to numerous other U.S. cities has "awakened the country's conscience" ? but also trampled grass at City Hall that must be restored.

"The movement is at a crossroads," the mayor said. "It is time for Occupy LA to move from holding a particular patch of park land to spreading the message of economic justice and signing more people up for the push to restore the balance to American society."

The camp of about 485 tents was unsustainable because public health and safety could not be maintained, and the park had to be cleared, cleaned and restored for the public's access, he said.

Later Friday, protesters demonstrated in the streets near San Francisco's tony and touristy Union Square during the annual Macy's Christmas tree lighting ceremony, disrupting traffic but otherwise causing few other problems.

Lines of police officers in riot gear faced off with dozens of demonstrators who were trying to discourage shoppers from shopping at Macy's and other stores in the popular tourist area.

Demonstrators used signs to spread an anti-consumerism message. One, 9-year-old Jacob Hamilton, held a sign that read, "What is in your bag that's more important than my education?"

Earlier, some of the protesters from the Occupy movements in San Francisco and Oakland clashed with police when they briefly blocked the city's iconic cable cars until officers pushed them out of the street.

Some of the participants in what protesters called "Don't Buy Anything Day" sat down in the middle of Market Street, San Francisco's main thoroughfare, and blocked traffic while chanting, "Stop shopping and join us!"

"I wanted us both to be here for the children," said protester Steve Hamilton, a screenwriter who traveled to the city from Winters, Calif., with his son Jacob. "I see how the education deficit directly affects the schools; how the teachers struggle with so many kids in the classrooms and a lack of books. It's not fair to this generation."

A group of about 20 Occupy protesters in Sacramento marched from a park to a small outdoor mall where many of the storefronts are empty. A police officer on a bicycle trailed the crowd.

A few puzzled shoppers, many toting large shopping bags, stopped to stare at the crowd as they read a manifesto asking people to support local merchants.

At a Macy's store, the group stayed for several minutes chanting slogans such as, "They call it profit; we call it robbery." Several shoppers crowded around taking photos with their cellphones.

In Emeryville, a small city on San Francisco Bay, more than 60 people attended a Native American community's 10th annual Black Friday protest of the Bay Street Mall.

Corrina Gould, a lead organizer for Indian People Organizing for Change, said the goal is to educate shoppers that the mall was built in 2002 on a sacred Ohlone burial site.

About one-third of the people came from neighboring Oakland's Occupy movement, and Gould said having the new voices was invigorating.

In his comments, Villaraigosa told campers to start packing up their tents and said he believed the move would be peaceful, unlike some of the tumult other cities have seen.

"I'm proud of the fact that this has been a peaceful, non-violent protest," he said. "I trust that we can manage the closure of City Hall Park in the same spirit of cooperation."

Outside City Hall, Occupy LA protester Opamago Casciani, 20, said he found the Mayor's priorities insulting, and he intends to continue demonstrating peacefully through the deadline.

In response to the Mayor's comments, Casciani said "What I got from it is `I value grass more than the people.'"

Beck said police will be patient with laggards who were working to leave at the time of the deadline ? but said the city's law enforcement will no longer look the other way.

"After 56 days of not enforcing three city laws that prohibit the use of that park, the time is now," said Beck.

Public restrooms ripe with bacteria, study says

Everyone wonders what bugs might be lurking in public bathrooms. Now researchers are using novel genetic sequencing methods to answer this question, revealing a plethora of bacteria all around, from the doors and the floors to the faucet handles and toilet seats, with potential public health implications, as reported Nov. 23 in the online journal PLoS ONE.

Led by Gilberto Flores and Noah Fierer of the University of Colorado, Boulder, the researchers investigated 12 public restrooms, 6 male and 6 female, in Colorado. Using a high-throughput genetic sequencing technique, they identified various bacteria on all the surfaces they tested. The floor had the most diverse bacterial community, and human skin was the primary source of bacteria on all surfaces. Interestingly, there were a few differences between the bacteria found in the male versus female bathrooms.

The sequencing approach they used also allowed them to determine the source of the bacteria they identified, including skin, soil, and urine. This methodology, according to the authors, could potentially help "analyze bathroom bacterial communities to identify proper (or improper) hygiene habitats, and that the exchange of bacteria on building surfaces may represent an important mode of pathogen transmission between individuals."

Sarkozy to press Merkel on ECB after bond fiasco (Reuters)

PARIS/BERLIN (Reuters) ? French President Nicolas Sarkozy will press German Chancellor Angela Merkel on Thursday to let the European Central Bank act decisively to rescue the euro zone from a deepening sovereign debt crisis now hitting Germany.

French officials hope Berlin will relent in its opposition to a greater crisis-fighting role for the ECB after Germany itself suffered a failed bond auction on Wednesday, highlighting how investors are now shunning even Europe's safest haven.

"There is urgency (for ECB intervention). We will talk about it today in Strasbourg," French Foreign Minister Alain Juppe said on France Inter radio, hours before the French, German and Italian leaders were due to meet in the eastern French city.

"I think and hope that the thinking will evolve and that the ECB should play an essential role to re-establish confidence," Juppe said.

Sarkozy took a step toward Merkel this week by agreeing to amend the European Union's treaty to permit intrusive powers to change national budgets in euro area countries that go off the rails. But the German leader has so far maintained her line that the treaty forbids the ECB from acting as lender of last resort to buy euro zone bonds.

With contagion spreading fast, a majority of 20 leading economists polled by Reuters predicted that the euro zone was unlikely to survive the crisis in its current form, with some envisaging a "core" group that would exclude Greece.

In signs of public resistance to austerity in the currency area's troubled south, riot police clashed with workers at Greece's biggest power producer protesting against a new property tax, and Portuguese workers staged a one-day general strike.

Wednesday's auction, in which the German debt agency found no buyers for half of a 6 billion euro 10-year bond offering at a record low 2.0 percent interest rate, sent Bund futures down to their lowest level in nearly a month on Thursday as confidence in German debt continued to be shaken.

Bond investors are effectively on strike, interbank lending to euro area banks is freezing up, ever more banks are dependent on the ECB for funding, and depositors are withdrawing increasing amounts from southern European banks.

Investors are also unnerved by reports that Belgium is leaning on France to pay more into emergency support for failed lender Dexia under a 90-billion-euro ($120-billion) rescue deal that had appeared done and dusted.

A special report by Fitch Ratings suggested France had limited room left to absorb shocks to its finances, such as a new downturn in growth or support for banks, without endangering its triple-A credit status.

Merkel, Sarkozy and new Italian Prime Minister Mario Monti were also expected to discuss the reforms planned by Italy's new government of technocrats marking Rome's return to grace in Europe after the era of scandal-plagued former Italian prime minister Silvio Berlusconi, who resigned this month.

The German bond auction pushed the cost of borrowing over 10 years for the bloc's paymaster above those for the United States for the first time since October.

"It is a complete and utter disaster," said Marc Ostwald, strategist at Monument Securities in London.

GERMAN EXPOSURE

Finance Minister Wolfgang Schaeuble's spokesman said the auction did not mean the government had refinancing problems and few on financial markets disagreed. Some analysts said Berlin just needed to offer a more attractive yield.

But it was a sign that, as the bloc's paymaster, Germany may face creeping pressure as the crisis continues to deepen. One senior ratings agency official said it could give Berlin cause to re-examine its refusal to embrace a broader solution.

"It's quite telling that there has been upward pressure on yields in Germany - it might begin to change perceptions," David Beers of Standard & Poor's told a conference in Dublin.

Merkel showed no sign on Wednesday of bending to calls, most notably from France, to allow the ECB to act more decisively.

In a forceful speech to the Bundestag, the lower house of the German parliament, she warned against fiddling with the bank's strict inflation-fighting mandate. She also hit back at proposals from the European Commission on joint euro zone bond issuance, calling them "extraordinarily inappropriate."

Merkel has said the EU treaty bars the ECB from acting as a lender of last resort and printing money to buy government debt. She rejected joint "euro bonds," dismissed a proposal to mutualise the euro zone's debt stock, and rebuffed attempts to allow the bloc's rescue fund to borrow from the ECB or the IMF.

Yet at the same time, she has declared that the only answer to the crisis was "more Europe" and won endorsement from her party to press for a fully fledged European political union based around the euro zone.

The borrowing costs of almost all euro zone states, even those previously seen as safe such as France, Austria and the Netherlands, have spiked in the last two weeks as panicky investors dumped paper no longer seen as risk-free.

"Bunds are starting to lose their appeal because markets have to believe the euro bonds story and Germany is very close to starting, essentially, to guarantee the debt of other countries," said Achilleas Georgolopoulos, strategist at Lloyds Bank in London.

The crux of an acceleration of the crisis in the past month is Italian bond yields' jump to levels around 7 percent widely seen as unbearable in the long term, despite intervention by the European Central Bank to buy limited quantities.

STABILITY BOND

Bank of England policymaker David Miles said in an interview broadcast on ITV late on Wednesday there is a risk that one of the euro zone's 17 member states could leave the currency bloc.

"I don't think any of us can feel confident one way or another about whether all the countries that are currently in the euro zone will still be in it," he said.

In a Reuters poll conducted over the last 10 days, 14 out of 20 prominent academics, former policymakers and independent thinkers agreed the euro zone's make-up would change.

A new "core" euro zone with fewer members received qualified backing from 10 economists as a possible solution, with seven of them saying Greece should be excluded from it.

"The euro zone can and should survive, but it will not survive on the current trajectory," said Jeffrey Sachs, Director of the Earth Institute at Columbia University in New York.

With time running out for politicians to forge a crisis plan that is seen as credible by the markets, the European Commission presented a study on Wednesday of joint euro zone bonds as a way to stabilize debt markets.

European Commission President Jose Manuel Barroso unveiled proposals for much more intrusive oversight of euro zone countries' budgets and efforts to meet macroeconomic targets, and set out the options for introducing common euro zone bonds.

(AP) ? Dry, brown grass crunches underfoot as David Barfield walks through his 45-acre Christmas tree farm pointing at evergreens covered with brittle, rust-colored needles.

"Dead tree, dead tree, dead tree," he says, shaking his head at dry timber he hoped would be chopped down by parents with excited children.

Instead, Mother Nature delivered the Grinch in the form of a historic drought that has killed thousands of trees across Texas and Oklahoma. Some died of thirst. Others were destroyed by wildfires, whose breadth and intensity were magnified when wind swept the flames across parched landscape.

Most farmers plan to import trees from North Carolina to supplement any they have left, said Marshall Cathey, president of the Texas Christmas Tree Growers Association. They say they aren't planning to raise prices because consumers are reluctant to pay more than $40 or $50 for a Christmas tree, especially in the poor economy.

But families hoping for a homegrown tree to cut down will have a harder time finding one, and dozens of farmers are struggling. Possibly most painful for these growers are the deaths of the youngest saplings, which guarantee the drought's effect will be felt for years to come.

"It's depressing, it really is," said Barfield, 53. "This was going to be our retirement."

He and his wife, Karen, 49, bought the farm about six years ago with dreams of retiring from Texas' oil fields and spending their final years peddling the Christmas spirit with fresh-cut trees, marshmallow roasts and hayrides in a red-and-white sleigh. They planted 20 acres of evergreen trees.

Now, barely two years after Karen Barfield retired to work the farm, she has returned full-time to her job selling explosion-proof enclosures to the oil industry. David Barfield has increased his hours doing part-time electronic work. Instead of selling some 400 homegrown trees as they do in a good year, they will be lucky to sell 100 ? nearly all Frasier firs brought in from North Carolina.

And they're not certain that will be enough to cover their property taxes. Barfield says he can only charge $50 for a North Carolina fir ? just $10 more than he pays for them.

"Eight (trees) died within the last week," Barfield said, continuing his walk through his farm in New Caney. "These were all green a week ago. The drought has been hurting us real bad."

But at least he and his wife have other income. Others have not fared as well.

"We lost probably 90 percent of our trees," said Jean Raisey, 79, who's run a 10-acre Christmas tree farm in Purcell, Okla., with her husband since 1985. The other 10 percent are dying now, she said.

"We've had to hire a contractor and pull all the dead and all the live trees," she said. "And we're out of business."

Cathey, who owns the 50-acre Elves Farm in Denison, Texas, a town about 75 miles north of Dallas, said he has spoken to many of Texas' 120 Christmas tree farmers in recent months. Long stretches of triple-degree heat, he said, harmed the trees as much as the lack of rain.

And the drought has been bad. In Texas, less than 11 inches of rain fell this year compared to an annual average of almost 24 inches. In Oklahoma, there has been about 18.7 inches of rain this year compared to a long-term average of 30 inches. All trees have been hard-hit by the lack of rain.

"There's hundreds of thousands of trees dying," said Travis Miller, a drought expert at Texas A&M University.

"We're looking at a ... one-in-a-500-year kind of drought, and so it's weeding out the ones that can't survive this kind of extreme conditions," he added.

For evergreens, which usually prefer wetter, more temperate climates, the struggle may be greater than for drought-resistant plants, such as the juniper brush, although it too is dying in Texas this year.

Farmers who planted evergreens native to Afghanistan ? and accustomed to a desert climate ? have had greater success than those who planted trees from the northeast United States. Those who irrigated also are having more modest success, although that costs ? about $1,200 a month on a midsized farm.

Jan Webb, owner of the Double Shovel Christmas Tree Farm in West Texas ? one of the driest areas of the state ? said her Afghans have done well. Of the 400 she planted last year, only about 50 died. On the other hand, none of the 400 Leyland Cypress she planted survived.

It takes three to five years to grow an evergreen to a marketable size. Webb planted her first tree about three years ago and was hoping to open for the first time next Christmas, but with the drought, it will be at least two years before she has a homegrown tree to sell.

"We can't sell what's from our farm right now because they're too small," she said.

Yet the farmers are determined children will be able to see trees cut for Christmas ? even if they're North Carolina firs liberally placed in Texas soil. There will be hayrides and picnics. Christmas carols will ring out and colorful lights will cover the bare branches.

Bah humbug to the drought, they say.

Lawsuit filed over stage collapse at country music concert (Reuters)

LOS ANGELES (TheWrap.com) ? Country-music act Sugarland will likely have to face the music in court over a tragic accident that occurred prior to the group's planned performance at the Indiana State Fair on August 13.

A lawsuit was filed in Marion County, Indiana, on Tuesday on behalf of the victims of a stage collapse that occurred when a severe, windy thunderstorm sent steel scaffolding plummeting into the crowd below.

Seven people died in the incident, while the suit says that more than 40 others were injured.

The suit -- which names several other defendants including Live Nation Worldwide, Dave Lucas Entertainment Group, and the International Alliance of Theatrical and Stage Employees -- claims that Sugarland "had supervisory authority and discretion" over the stage size and lighting system, along with other aspects of the stage set-up, and "failed or refused to cancel the Sugarland concert despite inclement weather."

"Unfortunately, this tragedy could have been prevented if the responsible parties had been concerned about the concertgoers that night," Mario Massillamany, attorney for some of the plaintiffs, said.

Plaintiff Lisa Hite, who was in an area near the front of the stage referred to as the Sugar Pit, added that her injuries "have left me unable to provide for my family ... The financial and emotional strain this has caused has left a lasting impact on my family."

The suit seeks unspecified damages that include medical expenses, funeral expenses, loss of future earnings and support and loss of love and companionship, and attorneys' fees.

A representative for Sugarland did not immediately respond to TheWrap's request for comment.

In fact, within the last few years LA has seen more than a few independently owned record stores set up shop. And it's this sort of indie spirit that's driving the recent surge of vinyl record sales across the country. Now, just in time for the holidays: Record Store Day -- a collective of some 900 independently owned record stores in the US, Canada and Europe -- is holding their own Black Friday on November 25 with special-edition vinyl releases and sales. So before you join the herds and head off to the mall at 4am, consider checking out some of these LA record stores for a little vinyl revival.

Think record store and you think Amoeba. Probably because it?s the largest independent record store in the world. (Some would say too large, bordering on big-box bully large, but that?s another story.) This ginormous Hollywood outpost literally has tons of albums, discs, posters and other music-related mishmash as well as constant in-store shows. As for vinyl, you?ll find plenty including limited edition, rare, out-of-print and original pressings.

Cringe-worthy name aside, As the Record Turns is considered by many to be LA's best resource for vinyl. Once you find the actual store (it's hidden in a narrow alleyway off Hollywood Blvd) get ready to find just about any piece of vinyl you can imagine. And if it's not stockpiled in the exhaustive stacks of vinyl, then owner Kevin can probably find it for you one way or another. Just ask Jay-Z, Dr. Dre, Marilyn Manson, Steven Speilberg and about a million other famous clients for whom he's sourced music. You might pay more for what you get, but Kevin is known to give a free record to everybody who enters his store. (They're from the clearance section, but are you really gonna complain?)

Picked in 2011 by LA Weekly as ?Best Record Store for Actual Records,? this Burbank record shop has been open since 1996 and specializes in classic jazz, 60s rock/punk/new wave, soul, blues, strange/exotica and soundtracks. They also do a lot of buying and even make house calls. Don't forget the 50-cent bin where you just might strike vinyl gold.

Forget the 99-cent store. This old-school shop in Sherman Oaks has a 99-cent room with thousands of LPs and CDs that are restocked every day. Half the store is filled with new and used vinyl, with the rock section being the largest, and there's plenty to browse in the jazz and soul bins. There's also an 80s department with lots of flashback vinyl.

One of the newer shops on the block (it opened in 2009), Origami Vinyl in Echo Park is the ultimate mom and pop record store for cool kids. The shop is only 400 square feet, but it packs a punch with an eclectic selection of new and used records, much of which is from local artists. (Origami is also an indie record label.) As for in-stores, everyone from Florence and the Machine to Sonic Youth and Ben Harper have taken to the stage. Good things come in small packages.

Records LA isn't the oldest rekka sto' in LA. In fact, it opened in 2010. But it is the oldest school of the old school with an unpretentious DIY charm that's hard to come by these days. Located on West Adams, the vinyl-only shop is about the size of your one-bedroom apartment's closet, but owner Scott has just the stuff you're looking for when it comes to soul, jazz, R&B, disco, hip hop, reggae and other back-in-the-day rarities. Just remember: this shop is only open Thursday-Saturday.

One of the largest sellers of used vinyl records and CDs on the West Coast, Record Surplus has a huge selection of music and collectible records that are restocked daily. The store just moved to a new location on the corner of Santa Monica and Centinela with a nice paint job, too. (Not that I judge a record store by its cover, but I do like a pretty space.) You can also find turntables and CD listening stations.

This Silver Lake staple is fairly small (it's moved a few times since first opening in 1979), but it's huge on the collectibles inventory. Vinyl, CDs and the usual suspects are here as well as lots of memorabilia ranging from $50 autographed photos to a 1965 Beatles lunch box that can be yours for just $1,250.

The name might suggest lounging around a sunny beach with a drink in your hand (or maybe that's just me), but this Silver Lake shop is far from checked-out and actually leans a little toward the dark side. Which is to say, you can find a lot of black metal/hardcore/space rock/prog drone/whatever-you-call-it noisy stuff neatly arranged among the shelves. Plenty of in-store shows, too.

Part of the new York strip of Highland Park emerging with little shops, galleries and bars, Wombleton Records is just the kinda thing you didn't know you need: Bountiful bins of rare pop vinyl you can peruse whilst basking in an Edwardian salon that could double as a swinging London boutique. Opened in late 2010, Wombleton specializes in original pressings of rare, imported used vinyl LPs and 45s with "an uncommonly high concentration of desirable titles from the country of origin." Stop by on Thursday nights for the vinyl DJ listening parties. Ascot and smoking jacket optional.

China factory activity slumps to 32-month low (Reuters)

BEIJING (Reuters) ? Chinese factories battled with their weakest activity in 32 months in November, a preliminary purchasing managers' survey showed, reviving worries that China may be skidding toward an economic hard landing and compounding global recession fears.

The HSBC flash manufacturing purchasing managers' index (PMI), the earliest indicator of China's industrial activity, slumped in November to 48, a low not seen since March 2009.

The data showed the world's growth engine is not immune to economic troubles abroad, and could further unnerve financial markets already roiled by Europe's deteriorating debt crisis.

November's flash reading is a sharp three-point fall from October's final figure of 51 and indicated Chinese factory output shrank on the month in November. A PMI reading of 50 demarcates expansion from contraction.

The last time the PMI slipped below 50 was in September, when the index hit 49.9.

"Industrial production growth is likely to slow further to 11-12 percent year-on-year in coming months as domestic demand cools and external demand is set to weaken," said Qu Hongbin, a HSBC economist.

In line with the dismal headline number, the flash output sub-index tumbled to a 32-month low of 46.7, a steep drop from October's final reading of 51.4.

The marked slowdown in activity cooled factory inflation sharply. The sub-indices for input and output prices sunk around 10 points each to below 50, hugging lows last seen in April 2009.

New export orders were the only bright spot in the survey, holding steady from October to stay above 50.

But the sub-index for new orders suffered its biggest drop in 1- years to sink well below the 50-point mark, suggesting factories received fewer orders on the whole in November even though export orders held up.

Unlike China's official PMI which is published by Beijing and tilts toward large state firms, the HSBC PMI surveys are skewed toward private companies that have been harder hit by China's monetary tightening campaign.

As recent as July, China raised interest rates for the third time this year in a bid to calm rising consumer prices.

STILL A SOFT LANDING?

Weighed by tight domestic monetary conditions and waning demand in its two biggest export markets, Europe and the United States, China's economy lost steam in the third quarter and all signs suggest it would slow further.

Easing activity puts pressure on Beijing to relax monetary policy at the margins by loosening bank lending restrictions, for instance. But until Europe's crisis gets out of hand, few analysts think China is ready to cut interest rates.

Growth in exports hit eight-month lows in October as manufacturing output grew at its weakest in a year. The exuberant Chinese property market is also coming off a boil to drag on real estate construction and investment.

But HSBC's Qu argued China is still headed for a soft-landing as cooling inflation gives Beijing more room to ease policy and support economic growth if needed.

"As inflation is likely to decelerate at a faster-than-expected pace, it will leave more room for Beijing to step up selective easing measures, which should gradually filter through to keep China on track for a soft-landing," he said.

A slackening economy pulled China's inflation to 5.5 percent in October, down from three-year peaks of 6.5 percent struck in July.

The flash PMI is based on up to 90 percent of total responses to the monthly survey and is a snapshot of the final data. HSBC stared publishing the series in February.

The HP Pavilion dv7-6b55dx ($699.99 list at Best Buy), a budget desktop replacement laptop, has a battery capable of lasting over nine hours and several wireless technologies working under its sleek aluminum body. Its Core i5 processor offered solid performance in day-to-day, and considering its price point, this laptop can compete with the best of them.

Design
The dv7-6b55dx has the same brushed, dark umber aluminum lid and palm rest as the Editors' Choice HP Pavilion dv7-6163cl ($949.99 list, 4 stars). A small HP logo sits in the lower-left hand corner, and illuminates when the laptop is turned on. A silver band lines the edge of the laptop, breaking up the deep brown design. The entire system weighs 6.94 pounds, and 1.05 pounds of that total weight can be attributed to its 9-cell 100Wh battery. The battery is so big that it actually raises the laptop up at a slight angle in the back. The HP dv7-6163cl has the same battery, but weights slightly more (7.4 pounds) than the dv7-6b55dx.

The 17.3-inch screen is framed by a glossy black bezel and displays in 1,600-by-900 resolution, which translates to 720p HD. If you're looking for a true 1080p HD viewing experience, you'll have to start looking at laptops like the Acer Aspire AS8950G-9839 ($1,499.99 street, 4 stars), which come at a premium. However, you can export video on the laptop to an external display in 1080p through the HDMI port or built-in WiDi 2.0 streaming technology, which allows you to wirelessly display your computer's content (provided you have a Netgear Push2TV adapter to receive the signal).

Its chiclet-style keyboard is full-size and has a numeric keypad to boot. The trackpad has a light texture, and provided a comfortable surface to navigate on. The separate mouse buttons where easy to click, providing little resistance to register a tap. The entire touchpad is framed by a white light, which will help users that like to work late nights.

Features
The dv7-6b55dx comes equipped with several standout features such as two USB 3.0 ports and WiMAX 4G broadband. Topping off the feature list are two USB 2.0 ports, a tray-loading DVD+-RW drive, VGA video output, media card reader (SD, MMC), two headphone and one mic jack, Ethernet port, fingerprint reader, and a Webcam above the screen. The Pavilion dv7-6b55dx also features the sexy Beats Audio software, which allows you to ramp up the bass and tailor your listening experience depending on if you're watching a movie, listening to a podcast, or playing music. The Beats Audio software ultimately helps output better sound whether you're listening through headphones or through HP's laptop speakers. The built-in HP triple bass subwoofers certainly helped create more depth in sound.

Its 750GB hard drive should be sufficient to hold all your digital content with room to spare. However, it does come loaded with some bloatware. Bing Bar, Blio ereader, Evernote, and a desktop shortcut to eBay top off the list.

Best Buy offers an extended warranty program, which gives customers an extra year of protection beyond the one-year warranty of most system manufacturers. There are two plans in this extended warranty program. The standard plan ($119.99) covers the system against normal wear and tear, power surge damage, and includes a "No Lemon" guarantee in which Best Buy will simply replace the computer if it requires more than four repairs during the coverage period. Best Buy's advanced plan ($219.99) offers all this, and also covers the system against accidental damage from drops and spills. Other special offers can be found online or in stores, like discounts on printers, software, and tech support plans which are available with any new PC purchased through Best Buy.

Performance
HP Pavilion dv7-6b55dx The dv7-6b55dx is equipped with a 2.4GHz Intel Core i5-2430M processor and 8GB of RAM. In day-to-day tasks, the dv7-6b55dx is a solid performer, as shown in our PCMark 7 test (2,406). A Core i5 processor in the sub-$700 price range is fairly standard, so there wasn't a huge variation in performance scores among laptops like the Asus U56E-BBL6 ($699.99 list, 4 stars) (2,255) and Dell Inspiron i17R-6434DBK ($749.99 list, 3.5 stars) (2,240). In more CPU-intensive tasks, there weren't any major differences in scores. For instance, it took the dv7-6b55dx 4 minutes 2 seconds to run through our Photoshop CS5 script, while it took the Asus U56E-BBL6 the same amount of time (4:02) and the Dell i17-6434DBK 4:09. Likewise, in Cinebench R11.5, a 3D rendering test, the dv7-6b55dx scored 2.71 points where the Asus U56E-BBL6 scored 2.68.

The dv7-6b55dx doesn't come equipped with a discrete graphics card, like the HP dv7-6163cl (AMD Radeon HD 6770M). Rather it has Intel integrated graphics, which won't get you as far as a dedicated chip would on the gaming grid. The dv7-6b55dx wasn't able to garner a playable frame rate average (30fps is considered playble) in either DirectX 10 Crysis (13.6 frames per second) or DirectX 9 Lost Planet 2 (20 fps); whereas the HP dv7-6163cl tore through Crysis (53fps) on Medium quality settings and 1,024-by-768 resolution. So if you want to play anything beyond World of Warcraft, you'll have to start considering laptops in the $900 price range.

In our MobileMark 2007 battery test, the dv7-6b55dx's 100Wh battery lasted 9 hours 33 minutes, longer than the HP dv7-6163cl's same-size (100Wh)battery (8:24) and Dell XPS 15z (Microsoft)'s ($999 direct, 4 stars) smaller 54Wh battery (7:13).

The HP Pavilion dv7-6b55dx has a lot of features to recommend it, like WiDi 2.0, WiMAX 4G, and USB 3.0. However, the Editors' Choice Asus U56E-BBL6 offers the same features at the same price, but in a slightly more portable 15.6-inch package. If your work/life requires a bigger screen, longer battery life (2 hours more than Asus), better audio quality (though not by much), and more security out of its fingerprint reader, then the dv7-6b55dx might be the better option. But it's not quite enough to usurp the Asus U56E-BBL6 as the current Editors' Choice, if only because it got there first.

GOP candidates and Obama: Standards for presidential leadership

As Americans watch the Republican candidates debate and President Obama govern, how can they judge leadership? This historian suggests voters look to Lincoln, Churchill, and Admiral Nelson for five standards by which to measure presidential leadership.

If what you are expecting to emerge from the welter of presidential wannabes now swimming across America's national screen is leadership, then you may be in for a winter of political discontent.

This is not because the country lacks candidates of talent, charm, or intelligence. Whatever we may think about the politics of a Newt Gingrich or a Mitt Romney or even a Barack Obama, these contenders would not be where they are without a tremendous fund of smarts and skill.

What America lacks, instead, is a workable standard of judging what singles out one individual from a pack of indisputably gifted pre-presidents and moves us to settle on the most qualified one.

We could, I suppose, turn to the ever-expanding bookshelf with titles on "leadership" to discover the qualities we should look for in a president. But the sheer number of such books is a sure sign that even the leadership gurus cannot make up their minds about where the best lessons are to be had.

I suspect it is not the consultants but the historians who have the most meaningful recommendations to make about spotting leadership in aspiring presidents. This is because so many of them spend significant portions of their lives in the mental company of people who really did turn out to possess the Midas touch of leadership. (Not too many historians enjoy writing about failures in history, except to point out how to avoid replicating those failures.)

And if there is anything that the history people can say about political leadership, it is this:

Look for those who understand the issues of government. No one ever led by ignorance. Ably pointing the way arises out of a passion for learning, a single-minded determination to understand what makes people and things tick.

In his compelling study of Horatio Nelson and the Battle of Trafalgar, Adam Nicolson noticed that in Admiral Nelson's Royal Navy, every senior officer had to begin as a lowly midshipman, learning every knot the same as any ordinary seaman. Nelson's French and Spanish adversaries, however, were aristocrats who acquired their rank through social standing and who couldn't have sailed a toy boat around a bathtub.

No wonder they were nearly annihilated.

Look for those who love the daily toil and mechanics of governing. Leadership means not only knowing, but loving the knowing. American essayist Logan Pearsall Smith once said, "The test of a vocation is the love of the drudgery it involves."

It's become fashionable to sniff at this as workaholism or wonkishness. But it's really describing someone who has found joy in the innumerable nuts and bolts of work. And that is precisely what the greatest leaders of free societies have possessed. Winston Churchill even arranged his sleeping hours into two parts so as to "press a day and a half's work into one." Oddly, it's been the hallmark of dictators to be careless and spendthrift of governing, preferring to franchise the real work to underlings who must then compete for the dictator's attention.

Look, also, for those who have mastered the organization. Governing is not for the faint-hearted or those who are condemned to spend the first six months of their presidency figuring out where the washroom is. A leader understands the pulse and flow of responsibility among segments of a government as instinctively as a hunter estimates the range and speed of his target.

Obama says Iranian isolation will continue

(AP) ? President Barack Obama says that as long as Iran continues down a dangerous path with its nuclear program, the United States will continue to find ways to isolate and increase the pressure on Tehran.

Obama issued the statement after his administration announced a new set of sanctions against Iran. The actions were coordinated with Britain and Canada and follow a new report from a United Nations watchdog suggesting Iranian work toward the development of atomic weapons.

Obama says Iran's actions jeopardize international peace and stability. Still, he says the U.S. is still prepared to start a new chapter with Iran if it fulfills its international obligations. But if it continues to defy its responsibilities, he says Iran faces even more pressure.

James Murdoch quits UK newspaper boards (Reuters)

LONDON (Reuters) ? James Murdoch has resigned from the boards of the publishing units within News Corp's British newspaper arm, which used to include the now-defunct News of the World tabloid at the center of the phone hacking scandal, regulatory filings show.

Murdoch, son of media mogul Rupert and deputy chief operating officer of News Corp, remains chairman of News International, the News Corp unit that houses its British newspapers, and a member of the Times editorial board.

The News International unit has been damaged this year by the revelation that people working for the popular Sunday tabloid hacked into the phones of thousands to generate news.

Slow-burning investigations into the matter became front-page national news when it was revealed in July that one of the victims was missing schoolgirl Milly Dowler, who appeared to have been picking up voicemails but was later found murdered.

Ex-News of the World editor Rebekah Brooks resigned as chief executive of News International the following week, and was replaced by Tom Mockridge, the former head of News Corp-owned Sky Italia, on July 15.

"Following the appointment of Tom Mockridge as CEO of News International, in September James Murdoch stepped down from the boards of a number of News International subsidiary companies including News Group Newspapers (NGN) and Times Newspapers Ltd (TNL)," News International said in a statement.

Mockridge replaced Murdoch on the two company boards.

The filings show that Murdoch resigned on September 13 from Times Newspapers Ltd and on September 19 from NGN. September 13 was the date on which he discovered he would be recalled by a British parliamentary committee to answer more questions.

NGN is the company that has been sued by many of the phone-hacking victims, including Hollywood star Jude Law and his ex-girlfriend, actress Sienna Miller.

Media lawyer Mark Stephens said he did not believe the move had any legal implications for the phone-hacking cases. "He's either liable for what happened under his watch, or he's not," he told Reuters.

James Murdoch survived a vote to remain on the News Corp board last month only thanks to support from his family and another loyal shareholder.

Next week, he faces shareholders of British satellite broadcaster BSkyB, who will have to decide whether he should remain as non-executive chairman.

Some News Corp investors would like to see the company sell its newspapers, in which media interest is disproportionate to the small contribution they make in revenues and profits.

Ivor Gaber, professor of political journalism at London's City University, said the move could indicate that Murdoch was still worried over his own exposure to the phone hacking scandal or that News Corp was preparing to sell its UK newspaper holdings.

"The Sun is now the only thing keeping the ship afloat, in commercial terms," he told Reuters.

Obama says Iranian isolation will continue (AP)

WASHINGTON ? President Barack Obama says that as long as Iran continues down a dangerous path with its nuclear program, the United States will continue to find ways to isolate and increase the pressure on Tehran.

Obama issued the statement after his administration announced a new set of sanctions against Iran. The actions were coordinated with Britain and Canada and follow a new report from a United Nations watchdog suggesting Iranian work toward the development of atomic weapons.

Obama says Iran's actions jeopardize international peace and stability. Still, he says the U.S. is still prepared to start a new chapter with Iran if it fulfills its international obligations. But if it continues to defy its responsibilities, he says Iran faces even more pressure.

Scandal hurts Penn State as a school and a brand

Part of the immediate fallout from the investigation of child sex abuse at Penn State is economic. Sales of hats, shirts, and other items emblazoned with the Penn State name have plummeted.

The unfolding Penn State child molestation scandal has slammed the university's reputation and shaken its loyal fan base that sees the school as more than a campus or a team but a way of life, an identity, a brand.

Part of the immediate fallout from the still-developing investigation is economic: Sales of hats, shirts, and other items emblazoned with the Penn State name have plummeted about 40 percent overall compared with the same period last year, according to retailers and industry analysts.

"This is the first time I can recall ever seeing a decline of sales right out of the box," said Matt Powell, an analyst with industry research organization SportsOneSource Group. "I have never seen anything this before. But we've never seen a scandal quite like this before."

Former football defensive coordinator Jerry Sandusky stands accused of sexually abusing eight boys, some on campus, over 15 years, allegations that were not brought to the attention of law enforcement even though authorities say high-level people at Penn State apparently knew about them.

College-branded merchandise accounts for more than $4 billion in annual retail sales, and Penn State typically ranks in the top 10 in sales, capturing roughly $80 million annually, Powell said.

"They probably made about $3 million last year from sales of royalty products," he said. "This is a very unusual situation, and my gut tells me it's not going away, at least in the short term."

For the week after the scandal broke, Penn State's slice of the market share was about 1.93 percent. During the same week last year, that figure stood at 2.67 percent, Powell said.

If consumers continue to express their displeasure with their wallets, it could spell huge financial losses to add to Penn State's newly marred reputation.

The ensuing fallout from the scandal has cost coaching legend Joe Paterno and longtime president Graham Spanier their jobs.

Athletic Director Tim Curley has been placed on administrative leave, and Vice President Gary Schultz, who was in charge of the university's police department, has retired. Both are charged with lying to the investigating grand jury and failure to report to police. They maintain their innocence, as does Sandusky.

In addition to the ongoing criminal investigation, Penn State and the NCAA have started their own reviews and the U.S. Department of Education is examining whether Penn State violated federal law by failing to report incidents of sexual abuse on campus.

THE HAGUE, Netherlands - Seattle Mariners outfielder Greg Halman was stabbed to death early Monday and his brother was arrested as a suspect, Dutch police said.

Rotterdam Police spokeswoman Patricia Wessels said police were called to a home in the port city in the early hours of the morning and found the 24-year-old Dutch player bleeding from a stab wound.

The officers and ambulance paramedics were unable to resuscitate Halman.

Wessels said the officers arrested Halman's 22-year-old brother. She declined to give his name, in line with Dutch privacy rules.

"He is under arrest and right now he is being questioned," Wessels told The Associated Press in a telephone interview. "It will take some time to figure out what exactly happened."

No charges have been filed in the case.

Halman hit .230 in 35 games and made starts at all three outfield positions for the Mariners in 2011 before being optioned to Triple-A Tacoma.

Because he played professionally in the United States, Halman was not part of the Netherlands team that won the Baseball World Cup in Panama last month. The Dutch beat Cuba 2-1 in the final to become the first European team to win the title.

Born in the city of Haarlem, Halman played in the Dutch Pro League and was part of the gold-medal winning Dutch squad at the 2007 European Championship.

Former major leaguer Robert Eenhorn, the technical director of the Dutch baseball association, said he was devastated by the news.

"The only thing I can say right now is we are deeply shocked," Eenhorn, who played for the New York Yankees and Anaheim Angels in the 1990s, told the AP. "All our thoughts are with his family and how they are going to have to deal with this tremendous loss."

Halman was in Europe this month as part of the European Big League Tour, an initiative organized by Baltimore Orioles pitcher Rick Van den Hurk in which major leaguers gave clinics to children. Van den Hurk is also Dutch.

"It's really sad and it's really terrible the way it happened," International Baseball Federation President Riccardo Fraccari said. "We mourn for him and respect his family's sorrow."

Massimo Fochi, the vice president of the Italian baseball federation, said he met Halman less than two weeks ago at a European Big League Tour event in Parma.

"He was a great guy and the most appreciated by the kids," Fochi said. "His passing away is really painful."

Official: Gadhafi's son will be tried in Libya

Moammar Gadhafi's son and one-time heir apparent will be tried at home and will not be handed over to the International Criminal Court in The Hague, the Libyan information minister said Sunday.

Mahmoud Shammam said Libya's National Transitional Council will discuss its decision with the ICC's chief prosecutor when he visits Libya on Monday. Seif al-Islam Gadhafi is wanted by the ICC on charges of crimes against humanity.

But Shammam told The Associated Press on Sunday that it would only be fair for Libyans to try Seif al-Islam at home where he "committed crimes against Libyan people."

Earlier, the revolutionary fighters who captured Seif al-Islam said they wanted to hold him in until a court system is established in Libya. They demanded that he be tried inside the country.

Seif al-Islam was seized in Libya's southern desert on Saturday by fighters from the western mountain town of Zintan, the base of former rebels who played a key role in seizing the capital Tripoli in August and toppling Gadhafi's regime. He was put into a plane and flown back to Zintan, 85 miles southwest of Tripoli, where he remains in a secret location.

The head of Zintan's military council, Col. Mohammed al-Khabash, said his fighters have no intention of turning Seif al-Islam over to the National Transitional Council in Tripoli, the interim government that took power after Gadhafi's ouster.

"Seif al-Islam is like any other local prisoner and we will keep him in Zintan until a court system is established and he must be tried in Libya," al-Khabash told the Associated Press.

Gadhafi's son, once being groomed to take over from his father who ruled Libya for 42 years, is wanted by the ICC for his role in violently suppressing the uprising against the regime that began in February.

NTC Justice Minister Mohammed al-Alagi claimed Saturday after Seif al-Islam was captured that he would be transported to Tripoli soon ? an indication that he was expected to be handed over to NTC custody.

ICC prosecutor Luis Moreno Ocampo told the AP Saturday that he will travel to Libya next week for talks with the NTC on where the trial will take place. Ocampo said that while national governments have the first right to try their own citizens for war crimes, his primary goal was to ensure Seif al-Islam has a fair trial.

The statement by the Zintan fighters raises new questions about how firm the NTC's authority is over the entire country and whether powerful regional factions with bands of armed fighters are able to act autonomously, even on issues of the highest national interest.

Gadhafi himself and another one of his sons, Muatassim, were captured alive last month by another strong regional group, the Misrata fighters, who also took part in the march on Tripoli that toppled the regime. By the end of the day they were seized on, they both ended up dead while still in the hands of Misrata fighters in circumstances that have yet to be explained. The Misrata fighters held onto their corpses and displayed them as trophies for days in a commercial refrigerator in their city, where people lined up to view the decomposing bodies.

Human Rights Watch has called for Seif al-Islam to be promptly turned over to the International Criminal Court in a statement, citing the apparent killings in custody of his father and brother, Muatassim, on Oct. 20 as "particular cause for concern."

Seif al-Islam's capture leaves only former intelligence chief Abdullah al-Senoussi wanted by the ICC, which indicted the two men along with Gadhafi in June for unleashing a campaign of murder and torture to suppress the uprising against the Gadhafi regime that broke out in mid-February. Protests inspired by the so-called Arab Spring sweeping the region soon escalated into a civil war, with NATO launching airstrikes under a U.N.-mandate to protect civilians.

Photos and video clips showed Seif al-Islam wearing glasses and a beard, clothed in brown robes and a turban in the style of ethnic Tuaregs, a nomadic community that spans the desert border area of Niger, Mali, Libya, Algeria and Chad and long fought for his father's regime. In some, he was bundled onto an airplane that apparently carried him to Zintan.

"He looked tired. He had been lost in the desert for many days," said Abdul al-Salaam al-Wahissi, a Zintan fighter involved in the operation. "I think he lost his guide."

It was a dramatic turnabout for Seif al-Islam, who is the oldest of seven children of Moammar and Safiya Gadhafi. He had one older half brother, Mohammed.

He went underground after Tripoli fell to revolutionary forces in late August and was widely reported to have long been hiding in the besieged town of Bani Walid, issuing audio recordings to try to rally support for his father, but he escaped before it fell to revolutionary forces.

Word of the capture set off rejoicing in the streets of cities across the vast, oil-rich nation of just six million. Streets echoed with gunfire, from rifles but also the anti-aircraft cannon mounted on civilian pick-up trucks that became the abiding image of an eight-month civil war that ended with the ousted leader's death in his home town of Sirte.

"Finally we beat him, after all his pointing at us with his finger on television and threatening us," Waleed Fkainy, a militiaman on patrol in Tripoli, said of Seif al-Islam, whose image as a potential reformer of his father's eccentric one-man rule evaporated with his venomous response to the uprising.
