Yesterday the U.S. Energy Department released its first-ever ?Quadrennial Technology Review,? saying it wants to increase funding research for electrified vehicles and supporting infrastructure.
Its total 2011 budget was $3 billion, and the thinking by the government is it needs a faster return on its investment, so diverting a higher percentage toward electrification could engender more near-term solutions for America?s pressing energy and environmental needs.
?Today, our nation is at a cross road. While we have the world?s greatest innovation machine, countries around the world are moving aggressively to lead in the clean energy economy,? said Energy Secretary Steven Chu, a Nobel-winning physicist in an introduction to the 168-page review. ?We can either lead in the development of the clean energy economy or we can stand back and wait for others to move forward a sustainable energy future. For the sake of our economic prosperity and our national security, we must lead.?
This year the Energy Department again co-sponsored the EcoCar Challenge exploring ways to improve efficiency with hybrid, plug-in hybrid, electric and fuel cell technologies. Shown are the 2011 first place winners.
The Energy Department says it ought not to get too far ahead of the private sector in its research spending, and for its proposed 2013 budget looks at what it can invest in that will be feasible in the next 10 years.
?Currently DOE focuses too much effort on researching technologies that are multiple generations away from practical use,? said the review, which surveyed more than 600 stakeholders in industry, academia and government.
At present, the Energy Department said it is ?underinvested? with only 26 percent of its budget devoted to transportation research.
Electric vehicle research received only 9 percent, and 4 percent went toward making vehicles more efficient. The lion?s share went to advanced fuels, but the Energy Department intends to shift the balance.
For heavy-duty road trucks, the Energy Department will also focus on advanced biofuels instead of ?mature? ethanol and fuels that require new fuel station infrastructure.
This year?s spending allocated 51 percent for clean electricity, and here too spending will be shifted toward projects to help upgrade the aging power grid, and make buildings more energy efficient.
Carbon capture and storage research will also continue receiving funding as this fits with existing power infrastructure. The Energy Department will also focus on engineering support for licensing a new type of nuclear reactor known as the small modular reactor.
?The Department will give priority to research on technologies that can be operated economically with low water consumption, including solar photovoltaic and wind,? the review said.
At least the plan is for all of these proposed priority shifts.
Chu and other DOE officials led the review, and used its results to guide planning for a budget proposal for fiscal 2013 that will be released early in 2012.
The review is modeled on similar efforts by the Defense Department, and the proposal must go through annual negotiations between the executive branch and Congress.
On its Web site, it said the DOE-QTR was written with the purpose to ?address our nation?s challenges, energy security and U.S. competitiveness.?
The review, which you can download here, defines six key strategies: increase vehicle efficiency; electrification of the light duty fleet; deploy alternative fuels; increase building and industrial efficiency; modernize the electrical grid; and deploy clean electricity.
Findings of the DOE-QTR include:
? DOE should give greater emphasis to the transport sector relative to the stationary sector. ? Among the transport strategies, DOE will devote its greatest effort to electrification of the vehicle fleet, a sweet spot for pre-competitive DOE R&D. ? Within the stationary heat and power sector, the DOE-QTR finds that the Department should increase emphasis on efficiency and understanding the grid. It states that the Department?s role as a source of information and as a convener of interested parties, two functions that are often underestimated, are unique and indispensable in advancing energy technologies. ? Finally, the DOE-QTR highlights the need for the Department to develop stronger, more integrated policy, economics, and technical analyses of its research and development activities.
?With nearly 90 percent of the energy system owned and operated by the private sector, the DOE-QTR recognizes that the Department is not the sole agent in transforming the system,? said DOE Under Secretary Steven Koonin. ?Through discussions with hundreds of energy stakeholders, we have learned that, beyond our technology development activities, the Department?s unique role as a convener and source of accurate techno-economic information is a great public benefit.?
Overall, the Energy Department led by Chu has maintained an optimistic tone.
?The stakes are high for our country, and I am optimistic that we can still lead the world in technological innovation,? he said.

In a meadow of knee-high grass framed by rugged granite peaks and pine forests, cattleman John Hunter urged his horse forward along a trail crossing a creek, frowning under a cowboy hat dripping rainwater.
With the summer grazing season in the Eastern Sierra coming to an end, he was preparing, perhaps for the last time, to move hundreds of cows out of the high country and into the Owens Valley. The 30-mile cattle drive from the Golden Trout Wilderness down to the village of Olancha is among the oldest in the state ? and a cherished family tradition.
"My grandfather began running cattle in these meadows in 1906," said Hunter, 47, a third-generation rancher in Lone Pine, about 200 miles north of Los Angeles. "My outfit depends on grazing up here."

But his right to continue using the land, inside the Inyo National Forest, is dependent on the outcome of a dispute over how best to protect the California golden trout.
Genetically pure strains of the official state fish, with its bright yellow sides, scarlet belly and burnt orange fins, can be found in just 15 miles of streams that run through meadows near Hunter's grazing land.
A large tract of the 300,000-acre wilderness next to Sequoia National Park has been cow-free since federal land managers in 2001 canceled Anheuser-Busch's grazing permits in an effort to heal meadows and streams that had been trampled by sheep and cattle since the late 1800s. (One of the world's largest breweries, Anheuser-Busch had taken over operation of an Owens Valley cattle ranch in 1988.)
Federal officials also "rested" two allotments, totaling 88,000 acres, for 10 years in order to compare their recovery with conditions on two adjacent swaths of land ? including that used by Hunter ? where grazing was allowed to continue.
With those rests set to expire this year, the U.S. Forest Service is studying three options: extend the experiment, eliminate grazing on all four allotments or forge an agreement with ranchers eager to run cattle over the rested meadows.
"Land management issues are never simple, and this one is going to be long, complicated and controversial," said Margaret Wood, district ranger for the White Mountain and Mt. Whitney ranger districts of Inyo National Forest. "I hope to make a final decision next year. It will be based on the best available science."
Data analyzed thus far show that the rested allotments have recovered faster than the grazed ones. But David Herbst, a biologist with the Sierra Nevada Aquatic Research Laboratory, said he believes "grazing would be appropriate in some cases if it were managed under new strategies that, for example, allowed grazing for a year, then rested the land for two to four years."
Many environmentalists and ranchers, however, seem unwilling to entertain a compromise.
For decades, activists have been trying to protect the golden trout ? a candidate for listing as an endangered species ? from a variety of threats: livestock grazing, predation by nonnative brown trout and hybridization with stocked rainbow trout. They predict a better future for the wilderness and the trout once cows are driven off.
"I want the wilderness to stay cow-free forever," said Todd Shuman, a Sierra Club member. "Cows are not wild. They don't belong in a wilderness. They are a weedy species ? exotic, invasive and destructive."
But ranchers insist that grazing is compatible with high-country ecosystems.
"Nobody understands these meadowlands better than we do," Hunter said. "And these days, we're using grazing strategies that are less intensive and promote better range stewardship."
Three local families, including Hunter's, have permits to graze a total of 885 cows on the Kern Plateau. They pay $1.35 a month per cow, a rate that has not changed much in four decades. The calves running alongside their mothers are not counted.
The ranchers acknowledge that elimination of wilderness grazing rights would force them to lay off only a handful of cowboys, and that they would lose a relatively modest portion of their annual incomes.

But the battle over the golden trout, which has pitted ranching culture against natural resources and the Forest Service's mandate to provide for multiple uses on public lands, has broader implications.
"I'm very nervous about it," said Tom Talbot, former president of the California Cattlemen's Assn. "We're fighting anti-grazing forces throughout the United States. Losing grazing rights in the Eastern Sierra would be a huge symbolic loss for us."

(Garrison, NY) Doctors and other medical professionals occasionally joke about their patients' problems. Some of these jokes are clearly wrong, but some joking between medical professionals is not only ethical, it can actually be beneficial, concludes an article in the Hastings Center Report.
The author, Katie Watson, bridges the worlds of medical ethics and comedy: she is an assistant professor in the Medical Humanities and Bioethics Program at the Feinberg School of Medicine at Northwestern University and she teaches improvisation and writing at The Second City Training Center in Chicago. What prompted her to explore the ethics of gallows humor in medicine was the story a doctor friend told her in which, years earlier, he and other residents tried unsuccessfully to save a teenage pizza delivery boy who had been shot while delivering their dinner.
After finding the pizza box where the boy dropped it before running from his attackers, one of the residents made a joke: "How much you think we ought to tip him?" The residents laughed, and then ate the pizza.
"Was it wrong to make a joke?" the doctor asked.
This question intrigued Watson as a bioethicist, she says, "because it is about moral distress, power imbalances between doctors and patients, and good people making surprising choices."
While there is a lot of literature on humor in medicine generally, particularly about clinician-patient interactions and the health benefits of laughter, she says there is relatively little that addresses gallows humor in medicine, which usually occurs between health care providers, and treats serious, frightening, or painful subject matter in a light or satirical way.
"The claim that being a physician is so difficult that 'anything goes' backstage misuses the concept of coping as cover for cruelty, or as an excuse for not addressing maladaptive responses to pain," Watson writes. "However, blanket dismissals of gallows humor as unprofessional misunderstand or undervalue the psychological, social, cognitive, and linguistic ways that joking and laughing work. Physicians deserve a more nuanced analysis of intent and impact in discussions of when gallows humor should be discouraged or condemned in the medical workplace."
Watson's analysis draws on literature from the humanities and social sciences on why we joke and on various uses of humor, including "backstage" humor that serves as a bonding and coping mechanism among insiders and "bullying jokes." She also observes changing standards in the backstage humor of doctors and medical students whereas "cadaver antics," in which medical students clowned around with body parts, were once a rite of passage, today they are "rarely tolerated, and the modern approach frames cadavers as former people."
Deciding when gallows humor is okay, Watson says, turns on the ethical question, When is joking a form of abuse of a patient, of trust, or of power? A joke about a patient's condition told in front of the patient or the patient's family is unethical because it has the potential to harm them. But she concludes that the tip joke was not wrong. "To me, the butt of the doctors' tip joke is not the patient. It's death," she writes.
Not only did the joke not harm anyone, she adds, it may have helped the residents "integrate this terrible event and get through the shift." In so doing, the joke may also have helped the next patient get the best possible care. MOSCOW (AP) ? Vladimir Putin on Saturday agreed to run for the Russian presidency in 2012, almost certainly ensuring his return to the office he previously held for eight years and likely foreshadowing more years of strongman rule. His United Russia party also approved his proposal that the current president Dmitry Medvedev take over his Putin's role as prime minister.
Putin ruled Russia as president from 2000-2008 with a steely command that was widely criticized in the West as a retreat from democracy. Because constitutional changes have extended the presidential term to six years from four, Putin's power is likely to be even more enhanced. If he wins two terms in a row, Putin will have been atop the Russian hierarchy for almost a quarter century.
Putin's nomination at a congress of the United Russia party end months of intense speculation as to whether he would seek to return to the Kremlin or whether he would allow the more mild-mannered and reform-leaning Medvedev to seek another term in next year's election.
Despite apparently growing discontent among ordinary Russians with the party, United Russia exerts such an overwhelming presence in the country's politics that Putin's election and Medvedev's switch to the premiership is virtually ensured.
Not only have genuine opposition parties been marginalized, but Putin's personal popularity is immense among Russians who laud him as the strong and decisive figure needed by a sprawling country troubled by corruption, an Islamist insurgency and a vast gap between the impoverished and the grandiosely super-rich.
The presidential election, for which a date has not been set, is preceded by national parliamentary elections on Dec. 4, in which United Russia will seek to retain its dominance; the party has 312 of the 450 seats in the current parliament.
Putin started a carefully orchestrated series of manuevers at Saturday's session of the party congress by proposing that Medvedev head the party list for the December elections. Medvedev then proposed that Putin be the party's presidential candidate, and Putin returned to the stage to accept the proposal and express support for Medvedev as prime minister.
The congress approved the moves with no apparent opposition.
Moving Medvedev to the premiership could set him up to take the brunt of criticism for austerity measures that Putin has warned will be necessary for Russia amid global economic turmoil.
Putin also proposed Saturday that Russia's richest citizens face higher taxes. The flat income tax that came into effect during Putin's 2000-2008 presidency has been widely praised as improving tax collection and Putin's proposal would not change that, but he called for increases in consumption and real estate taxes that hit the rich comparatively harder.
The period for formal submission of presidential candidates' names has not yet begun, and it is unclear who might choose to challenge Putin for president.
Putin became prime minister in 2008 after two terms as president, stepping aside because of constitutional term limits, but as Russia's most powerful and popular politician he nonetheless overshadowed Medvedev, his handpicked successor in the presidency.
Medvedev was widely seen as a caretaker figure. As president, he has struck a reformist posture, calling for improvements in Russia's unreliable court system and for efforts against the country's endemic corruption. But his initiatives have produced little tangible result.
Putin, who built his popularity on the back of strong economic growth, told the party congress on Friday that salaries and pensions would continue to grow, and he promised increased funding for education, health care and housing.
But he also cautioned that the government may need to take unpopular steps to cope with the global financial turmoil.
"The task of the government is not only to pour honey into a cup, but sometimes to give bitter medicine," Putin said. "But this should always be done openly and honestly, and then the overwhelming majority of people will understand their government."

African ranchers often prefer to keep wild grazers like zebras off the grass that fattens their cattle.
But a new study by Kenyan and University of California at Davis researchers shows that grazing by wild animals doesn't always harm, and may sometimes benefit, cattle.
The results are published in this week's issue of the journal Science.
"Although savanna rangelands worldwide are managed on the premise that cattle and wildlife compete for food, there is little scientific information to support this assumption," said Wilfred Odadi, a researcher at the Mpala Research Centre in Kenya and a co-author of the paper.
"When we look at the effect of wildlife on cattle, we find that they sometimes do suppress weight gain by cattle, but also sometimes enhance it," said Truman Young, a plant scientist at UC Davis and lead author of the paper.
"Generally the decision has been to exclude wild animals, but we're saying that things are not that simple," Young said.
"The finding that wildlife has a positive effect on cattle growth and production during times of plenty adds new insight into the role that facilitation plays in natural communities," said Saran Twombly, program director in the National Science Foundation's Division of Environmental Biology, which funded the research.
"Results from this study also speak directly to the critical importance of biodiversity in maintaining natural ecosystems," Twombly said.
The researchers enclosed 10-acre plots of savanna rangeland with fences to exclude wild animals--principally zebras.
Then they weighed the cattle grazing either with or without wild grazers to measure how much weight they put on at different times of the year, which is the bottom-line for ranchers.
Odadi and colleagues found that during the dry season, grazing by wild animals reduced weight gain by cattle,
but in the wet season, cattle actually put on more weight when they grazed alongside wildlife.
The explanation is that during the wet season, grass can grow long and become rank, inaccessible and poor in nutritional value.
"When the grass grows very fast and is at risk of becoming rank, having zebras is beneficial," Young said. "They are more than willing to knock back the rank grass."
That means higher-quality, fresher grass for the cattle.
It's not yet clear whether there is a net benefit over a whole year or series of years, Young said, because conditions can vary considerably from year to year. Ranchers are beginning to explore additional ways to control rank grass, such as controlled burns.
"From a management perspective, the positive effect of wildlife on weight gain by cattle during the wet season suggests that wildlife conservation is not necessarily detrimental to, and can be compatible with, cattle production," Odadi said.
"Our findings provide further evidence that biodiversity conservation and economic development can be simultaneously achieved in human-occupied savanna landscapes."

"The finding that wildlife has a positive effect on cattle growth and production during times of plenty adds new insight into the role that facilitation plays in natural communities," said Saran Twombly, program director in the National Science Foundation's Division of Environmental Biology, which funded the research.
"Results from this study also speak directly to the critical importance of biodiversity in maintaining natural ecosystems," Twombly said.
The researchers enclosed 10-acre plots of savanna rangeland with fences to exclude wild animals--principally zebras.
Then they weighed the cattle grazing either with or without wild grazers to measure how much weight they put on at different times of the year, which is the bottom-line for ranchers.
Odadi and colleagues found that during the dry season, grazing by wild animals reduced weight gain by cattle,
but in the wet season, cattle actually put on more weight when they grazed alongside wildlife.
The explanation is that during the wet season, grass can grow long and become rank, inaccessible and poor in nutritional value.
"When the grass grows very fast and is at risk of becoming rank, having zebras is beneficial," Young said. "They are more than willing to knock back the rank grass."
That means higher-quality, fresher grass for the cattle.
It's not yet clear whether there is a net benefit over a whole year or series of years, Young said, because conditions can vary considerably from year to year. Ranchers are beginning to explore additional ways to control rank grass, such as controlled burns.
"From a management perspective, the positive effect of wildlife on weight gain by cattle during the wet season suggests that wildlife conservation is not necessarily detrimental to, and can be compatible with, cattle production," Odadi said.
"Our findings provide further evidence that biodiversity conservation and economic development can be simultaneously achieved in human-occupied savanna landscapes."
