(AP) ? The Supreme Court on Thursday upheld the vast majority of President Barack Obama's historic health care overhaul, including the hotly debated core requirement that virtually all Americans have health insurance.

The 5-4 decision means the huge overhaul, still taking effect, will proceed and pick up momentum over the next several years, affecting the way that countless Americans receive and pay for their personal medical care.

The ruling hands Obama a campaign-season victory in rejecting arguments that Congress went too far in approving the plan. However, Republicans quickly indicated they will try to use the decision to rally their supporters against what they call "Obamacare."

Stocks of hospital companies rose sharply, and insurance companies fell immediately after the decision was announced that Americans must carry health insurance or pay a penalty.

Breaking with the court's other conservative justices, Chief Justice John Roberts announced the judgment that allows the law to go forward with its aim of covering more than 30 million uninsured Americans.

The justices rejected two of the administration's three arguments in support of the insurance requirement. But the court said the mandate can be construed as a tax. "Because the Constitution permits such a tax, it is not our role to forbid it, or to pass upon its wisdom or fairness," Roberts said.

The court found problems with the law's expansion of Medicaid, but even there said the expansion could proceed as long as the federal government does not threaten to withhold states' entire Medicaid allotment if they don't take part in the law's extension.

The court's four liberal justices, Stephen Breyer, Ruth Bader Ginsburg, Elena Kagan and Sonia Sotomayor, joined Roberts in the outcome.

Justices Samuel Alito, Anthony Kennedy, Antonin Scalia and Clarence Thomas dissented.

Kennedy summarized the dissent in court. "In our view, the act before us is invalid in its entirety," he said.

The dissenters said in a joint statement that the law "exceeds federal power both in mandating the purchase of health insurance and in denying non-consenting states all Medicaid funding."

In all, the justices spelled out their views in six opinions totaling 187 pages. Roberts, Kennedy and Ginsburg spent 57 minutes summarizing their views in the packed courtroom.

The legislation passed Congress in early 2010 after a monumental struggle in which all Republicans voted against it. House Majority Leader Eric Cantor, R-Va., said Thursday the House will vote the week of July 9 on whether to repeal the law, though such efforts have virtually no chance in the Democratic-controlled Senate.

GOP presidential candidate Mitt Romney has joined in calls for complete repeal.

After the ruling, Republican campaign strategists said Romney will use it to continue campaigning against "Obamacare" and attacking the president's signature health care program as a tax increase.

"Obama might have his law, but the GOP has a cause," said veteran campaign adviser Terry Holt. "This promises to galvanize Republican support around a repeal of what could well be called the largest tax increase in American history."

Democrats said Romney, who backed an individual health insurance mandate when he was Massachusetts governor, will have a hard time exploiting the ruling.

"Mitt Romney is the intellectual godfather of Obamacare," said Democratic consultant Jim Manley. "The bigger issue is the rising cost of health care, and this bill is designed to deal with it."

More than eight in 10 Americans already have health insurance. But for most of the 50 million who are uninsured, the ruling offers the promise of guaranteed coverage at affordable prices. Lower-income and many middle-class families will be eligible for subsidies to help pay premiums starting in 2014.

There's also an added safety net for all Americans, insured and uninsured. Starting in 2014, insurance companies will not be able to deny coverage for medical treatment, nor can they charge more to people with health problems. Those protections, now standard in most big employer plans, will be available to all, including people who get laid off, or leave a corporate job to launch their own small business.

Seniors also benefit from the law through better Medicare coverage for those with high prescription costs, and no copayments for preventive care. But hospitals, nursing homes, and many other service providers may struggle once the Medicare cuts used to finance the law really start to bite.

Illegal immigrants are not entitled to the new insurance coverage under the law, and will remain one of the biggest groups uninsured.

Obama's law is by no means the last word on health care. Experts expect costs to keep rising, meaning that lawmakers will have to revisit the issue perhaps as early as next year, when federal budget woes will force them to confront painful options for Medicare and Medicaid, the giant federal programs that cover seniors, the disabled, and low-income people.

The health care overhaul focus will now quickly shift from Washington to state capitals. Only 14 states, plus Washington, D.C., have adopted plans to set up the new health insurance markets called for under the law. Called exchanges, the new markets are supposed to be up and running on Jan. 1, 2014. People buying coverage individually, as well as small businesses, will be able to shop for private coverage from a range of competing insurers.

Most Republican-led states, including large ones such as Texas and Florida, have been counting on the law to be overturned and have failed to do the considerable spade work needed to set up exchanges. There's a real question about whether they can meet the deadline, and if they don't, Washington will step in and run their exchanges for them.

In contrast to the states, health insurance companies, major employers, and big hospital systems are among the best prepared. Many of the changes called for in the law were already being demanded by employers trying to get better value for their private health insurance dollars.

"The main driver here is financial," said Dr. Toby Cosgrove, CEO of the Cleveland Clinic, which has pioneered some of the changes. "The factors driving health care reform are not new, and they are not going to go away."

Justice Ginsburg said the court should have upheld the entire law as written without forcing any changes in the Medicaid provision. She said Congress' constitutional authority to regulate interstate commerce supports the individual mandate. She warned that the legal reasoning, even though the law was upheld, could cause trouble in future cases.

"So in the end, the Affordable Health Care Act survives largely unscathed. But the court's commerce clause and spending clause jurisprudence has been set awry. My expectation is that the setbacks will be temporary blips, not permanent obstructions," Ginsburg said in a statement she, too, read from the bench.

Two feet of rain, thousands flee Debby floods

River flooding form Tropical Storm Debby on Tuesday forced up to 20,000 people out of their homes in one Florida county alone, while another area had already seen more than 26 inches of rain -- topping the official forecast calling for up to 25 inches in a few areas by the time Debby moves out Thursday.

In Pasco County on Florida's central Gulf Coast, a mandatory evacuation was ordered between the Anclote and Pithlachascotee rivers, Reuters reported. The Anclote rose from 9 feet before Debby's approach to more than 27 feet on Tuesday, flooding areas with water head-high in places.

Boats were used to reach stranded residents, and 106 homes had been damaged.

Wakulla County, meanwhile, has seen more than 26 inches of rain, weather.com said in a Twitter alert Tuesday morning. Authorities there advised people to stay in their homes due to washed out and flooded roads.

Flash flood warnings were issued for parts of northern Florida and southern Georgia as Debby moved eastward. By midday, Debby picked up speed to 6 mph and winds had dropped to 40 mph, but that didn't stop the rain.

Parts of Interstate 10 in north Florida were closed due to flooding on a 50-mile stretch between Jacksonville and Tallahassee. The Florida Highway Patrol warned motorists to use extreme caution on other parts of the highway.

Hundreds of thousands of people have been impacted, many having to leave flooded homes in Florida's Panhandle on Monday and others losing power or having property hit by twisters.

In Tampa Bay, a mother manatee was found dead in the water Tuesday off Bayshore Boulevard. Her two calves, which were still alive and later rescued, washed ashore along the flooded road.

Tropical-storm warnings remained in effect for 450 miles of coastline from the Panhandle's Mexico Beach to Englewood, south of Sarasota. Debby is expected to make landfall on Wednesday in an even weaker state but still dumping rain.

On Monday, Florida Gov. Rick Scott declared a statewide emergency as five inches of rain in the course of an hour fell on some areas.

President Barack Obama called Scott on Tuesday and the federal government stands "ready to provide additional assistance if necessary," the White House said.

St. Marks, Fla., saw 21 inches in a two-day period while other areas got around 20 inches, weather.com noted.

Parts of Live Oak, Fla., were evacuated Tuesday due to flooding, it added.

Some areas of northern Florida and southeast Georgia could see up to 15 inches of rain Tuesday through Thursday, weather.com stated.

The National Hurricane Center predicted parts of northern Florida could see 25 inches of rain by the time Debby crosses Florida and exits into the Atlantic.

Weather.com noted that 2012 broke the record for the most named storms so early in the Atlantic season. Debby makes four so far, "leapfrogging Dennis from July 5, 2005.

"In an average year, the fourth named storm would have occurred by August 23," it added. "In terms of named storm counts, we're roughly two months ahead of the pace. That said, there is no correlation between a fast start to the season and the degree of activity of the rest of the season."

Debby was also the first tropical storm of the season to enter the Gulf of Mexico.

Debby earlier left tens of thousands of people without power and forced the closure of key highways and bridges in the Tampa Bay area.

Debby has also spawned some 20 twisters, including one on Sunday that killed a woman, injured her daughter and tore through homes in central Florida's rural Highlands County.

WFLA-TV reported Heather Town died when her home was lifted off its foundation and she and her 3-year-old were thrown into nearby woods. The mother was found clutching the child, who survived.

In Starke, Fla., five dogs drowned early Monday when a swollen creek flooded an animal shelter, The Florida Times-Union reported.

Pinellas County saw flooding and at least 20 homes damaged during a tornado-like storm on Sunday.

The Samsung Galaxy S II, the still-popular older brother of the Samsung Galaxy S III, has finally graduated to Android 4.0. Although some AT&T customers reported having access to the Ice Cream Sandwich updates on their S2 devices last week, Samsung said that the upgrades were still being tested and thus pulled them off the Samsung Kies app. Users are now reporting that the update is back up again and is running smoothly. T-Mobile Galaxy S II users, of course, got their ICS update on June 12, so AT&T has been a wee bit behind in getting things up to speed. And for what it?s worth, XDA Developers forum members have posted some sweet pics of what Ice Cream Sandwich looks like on the Galaxy S II on AT&T.

The word ?technology? combines the Greek tekhne and logos, symbolizing that technology, like language, is as intrinsic to the human condition as speech. Language, though, does not stand alone; it is part of a larger cultural system. Hence the German word Technik, which denotes not only technologies themselves, but also the skills and processes surrounding them. A century ago, leading Western philosophers appreciated the promise and peril of mass industrialization technologies. Oswald Spengler?s Der Mensch und die Technik: Beitrag zu einer Philosophie des Lebens (1931) proposed to integrate technology into a philosophy of life, arguing that Technik is a process that unites our economic, political, educational and cultural systems. The American sociologist Lewis Mumford, in his Technics and Civilization (1934), emphasized that technology must be more than just objects seen as ends in themselves (monotechnics); it must be a collection of ideas and methods that improve society (polytechnics). Technik unites the scientific and mechanical dimensions of technology (determinism) with a necessary concern for its effect on humans and society (constructivism). Technik, then, is the technological quotient of civilization.

Whereas geotechnology is about power, Technik is about adaptability. We live and die by our Technik, the capacity to harness emerging technologies to improve our circumstances. How does our culture deal with the distribution of technology? Can we devise strategies to maximize the upside of technology while minimizing the downside? Instead of West vs. East and democracies vs. dictatorships, actors ranging from cities to diasporas to corporations to cloud communities will compete and collaborate to attain Technik.

Science-fiction author William Gibson?s famous quip that the future is already here but unevenly distributed is the quintessential encapsulation of the fact that we differ in our stages of Technik. In a world of such diverse political forms??? ?democracies, monarchies, authoritarian states?? ?the ?war of ideas? will never be won. Instead, we will increasingly differentiate societies on the basis not of their regime type or income, but of their capacity to harness technology. Societies that continuously upgrade their Technik will thrive.

When standards of living are so perpetually threatened by technological shifts, shouldn?t Technik be a factor in evaluating societal stability? The contrast between the U.N.?s Human Development Index (HDI) and the reigning obsession with per capita GDP illustrates just how important it is to develop a more neutral, long-term-focused metric for progress. Many wealthy societies have low human-development scores (e.g., Arab petro-states), while China?s score is rising quickly even as its per capita income remains modest. We should layer on technology-focused criteria as well, such as the World Economic Forum?s Network Readiness Index (NRI), which assesses the quality of individual access, government regulation and business investment along more than 50 indicators. Not surprisingly, Sweden, Singapore and Finland are at the top, but interestingly, technocratic China scores higher than democratic India, and India higher than Italy. Good Technik requires a combination of the attributes that deliver high human development, economic growth, political inclusiveness and technology preparedness.

Which societies display the best Technik today? Given the high proportion of Asian leadership with science, engineering and math backgrounds, and their countries? export-led growth creating sizable surpluses, it is no surprise that first Japan, and then Korea and China, have invested so heavily in infrastructure to catch up with?? and potentially surpass????the West.

Japan?s technology obsession and idiosyncratic social traits make it a fascinating case study of the early Hybrid Age. Japan already has 38 of the top 50 cities ranked by speed of Internet connection. Its resilience as a society is demonstrated by its ability to rebound from the 2011 earthquake and tsunami, keeping supply chains intact and rebuilding coastal communities. More broadly, Japanese society has embraced robots to such an extent that it seems to prefer a man-machine hybrid civilization to an ethnically mixed one. Robots are increasingly employed in building homes, caring for the elderly and even entertaining the masses???witness Hatsune Miku?s sold-out holographic concerts.

But there are costs to such a rapid embrace of robots: Males unable to meet traditional expectations become alienated and retreat into Internet addiction and virtual companionship, accelerating a decline in the birthrate. If any country becomes the first to feature human and robot citizens fruitfully co-creating a new hybrid culture, it is likely to be Japan?? but it needs to make sure there are enough humans there to enjoy it.

Singapore, once a colonial swamp governed from India, is today a seamlessly efficient cosmopolitan world capital of finance and, increasingly, innovation. Indeed, the lack of natural resources has made it an innovator in the most (un)expected areas, from fuel refining to water desalination. Now its Biopolis and Fusionopolis complexes aim to capture the edge in life sciences and immersive media. Peter Schwartz likes to call Singapore ?the best-run company in the world,? and indeed it is the leading role model in city-state Technik for entities from Abu Dhabi to Moscow to Kuala Lumpur. It must, however, evolve its political and educational systems to ensure that its own people are innovating in addition to all the talent it imports.

Finland, the so-called ?open-source nation,? is a leading Western example of Technik. Finland?s sophisticated population has embraced the digital life and pioneered mobile technology (Nokia) and an open-source operating system (Linux). In Helsinki, mobile phones are as much for banking and street navigation as for communication. In no other country does one so strongly feel that a mobile phone is part of one?s identity. It cannot be the weather that has earned the country the second position worldwide in the United Nations World Happiness Report.

Israel presents another example of rising Technik. Not only has it made major investments in biotechnology and other strategic sectors, but for several years its chief scientist gave out nonrecourse loans to more than 4,000 startups. Rwanda, Mongolia and many other nations are seeking to copy Israel?s blueprint as the ?startup nation.? Technology will long outlast the United States as Israel?s key ally.

Even a country still as overwhelmingly poor as India can elevate its Technik. Its mobile-phone penetration rate is skyrocketing, a biometric national identity card scheme is gradually delivering rights and services to hundreds of millions of previously disenfranchised citizens, digital kiosks in dusty villages are spreading access to information and education, and a sophisticated Right to Information Act requires publishing all laws on the Internet. Parts of India such as its tech hub, Bangalore, represent the leap from an agricultural to a service economy in a single generation.

The United States is home to some of the key pioneers of Technik, whose innovations help society adapt to the future?? yet it struggles to keep first-mover advantage over their innovations. Semiautonomous government agencies such as the Defense Advanced Research Projects Agency (DARPA) have invented technologies?? from the World Wide Web to robotic exoskeletons????that eventually gained widespread application. However, the U.S. share of global R&D, like global GDP, has fallen to around 20 percent, and since not enough of those funds are devoted to commercialization initiatives, the United States sometimes has to buy things it invented a decade ago from competitors abroad. Fortunately for America, it is still home to most of the world?s ?silicon superpowers?: IBM, Google, Cisco, Apple, Microsoft and more. Those companies? hardware and software platforms are the foundation for almost endless innovation by diverse users worldwide, a contribution no Europeans or Asians can match. Technik is big business: Led by American ingenuity, we are entering the age of the $1 trillion corporation?? ?and the first to cross the mark probably won?t be one of the usual suspects but a manufacturer of 3-D printers that allow anyone to turn virtual designs into physical objects.

IBM is perhaps the leading example of how firms themselves should perpetually seek to upgrade their Technik. Having spun off its hardware production divisions over the past decade, IBM now invests in artificial intelligence, nanotechnology, clean energy and devices for high-tech health care. As a globally integrated enterprise with almost 500,000 employees worldwide (including 100,000 in India alone), it is also a de facto leader in spreading Technik to other societies. For its part, Apple exhibits the clever trait of creativity with control, bringing large swaths of humanity into its exclusive orbit of products and interfaces. Its $100 billion in cash outstrips the GDP of more than 100 individual countries. Apple products are undeniably one of America?s most coveted exports.

Even companies in traditional sectors can demonstrate enormous staying power and Technik by diversifying businesses, exploring new markets and hedging risk. For example, super-major oil companies such as BP and Chevron are among the leading investors in clean energy, and Coca-Cola and McDonald?s own a growing share of the health food sector. Large players constantly ?spin in? dynamic newcomers, incorporating their innovations and modifying their business models to stay on top.

The struggle to attain Technik could become the new global class struggle: those whose wages and quality of life benefit from technology versus those perpetually lagging behind prevailing standards. In the new global class struggle, there would be no clear geographic boundaries such as North and South, since the disparities of Technik exist?? ?and could widen????both across and within nations and cities. Technik is therefore a quality we must all strive for: whether as individuals, companies, communities, cities or countries.

Philippines' musicians sing their way out of poverty

On a mock-up stage in a Philippine music studio, single-mum Joanna Talibong is singing for her life.

The former church-choir girl is nervous and struggling to stay in key as she battles through more than a dozen takes of the syrupy Olivia Newton-John ballad "Suddenly".

If she and keyboard-playing friend Jason Panggoy can get their video-demo right, they stand a chance of securing a series of gigs in South Korea that would enable them to start a long journey out of crushing poverty.

"I did not finish college, so I don't have many job options... overseas I can earn a lot more," the carpenter's daughter tells AFP during a break from singing at the studio in a rundown quarter of Manila, the country's capital.

Roughly nine million Filipinos, or 10 percent of the population, work overseas because there are so few job opportunities in their largely impoverished homeland.

While many toil as largely anonymous maids, sailors, construction workers and labourers in foreign countries, tens of thousands also stand under spotlights entertaining crowds as singers and musicians.

From high-class hotel bars in the Middle East to Las Vegas casinos, ex-pat pubs in Asia and luxury cruise liners sailing the Caribbean, Filipinos are often found performing near-perfect cover versions of almost any genre.

Talibong is desperate to join them, or she will be forced back to a bar in a small northern Philippine city where for the past three months she and Panggoy have played to tobacco traders and travelling salesmen for $3.50 a night.

Adding to her problems is her nine-month-old son, who has a clubbed foot and lives with his grandparents while Talibong pursues her musical career.

Her manager has lined up a six-month booking for Talibong and Panggoy at bars in South Korea that would pay them each $800 a month, and she knows exactly where her first pay cheques would be be spent.

"My priority is an operation for my son's clubbed foot. That's really my goal. That's what's pushing me to work really hard," says Talibong, who is just 21 years old.

But first the duo's demo tape -- which also includes a Taylor Swift and Matchbox 20 numbers -- must pass muster with the artist review board in Seoul, a review process that takes about a month.

Their manager, Wilma Ipil, who has been sending an average of two bands to South Korea every month since 2008, concedes the duo may not get the gig, amid growing competition from other Filipino talents trying to make it overseas.

"Previously, even inexperienced musicians got hired," says Ipil, who sang in Hong Kong, Thailand and China herself before going into band management.

"But now, with the wealth of talent available, promoters have become more discriminating."

Nevertheless, the demand for Filipino performers overseas is enormous, according to Jackson Gan, the head of the music studio where Talibong is recording her demo.

"Our only competition is ourselves. The whole world knows that if you have a low budget but need quality, you get Filipino talent," says Gan, who also acts as an agent for other export acts.

Gan estimates between 25,000 and 30,000 Filipino musicians and singers play in 3,000 clubs, hotels, cruise ships and restaurants around the world at any one time. The pay generally ranges from $800-1,500 a month, according to Gan.

He says even Malaysian, Indonesian, Australian, and Chinese bands tend to recruit Filipina lead singers.

Gan attributes the success of Filipino performers overseas to the deep roles music and dance have in local culture.

Singing contests are often the highlights of village fairs and beauty contests, while song and dance are a staple of the most popular national television game shows.

Karaoke is one of the country's most loved forms of entertainment, with guests at weddings and birthday parties expected to be able to belt out songs behind a microphone to entertain their hosts.

Karaoke is also a mainstay at bars, restaurants and shopping centres.

"Some of my singers were discovered at karaoke joints," says Gan, a 20-year veteran of the business, whose scouting regimen sees him serving as judge at singing contests in remote villages across the country.

Gan says Philippine musicians are also well-known for their warm audience rapport, a reflection of a general easygoing nature for which Filipinos are famous.

"That is a very important part of the music. It's not just plain singing," he says.

However Gan says most performers have a short shelf-life overseas, particularly the female lead singers who often have to end their foreign sojourns when they have babies or for other family reasons.

And although many can copy perfectly the world's most popular songs, few cover band members will ever get a recording contract.

But there are some inspirational success stories for those who continue to dream of making it big.

The most famous is Arnel Pineda, who for many years fronted Filipino bands in Manila bars and in Hong Kong.

His big break came in 2007 when members of US rock group Journey were looking for a new lead singer and saw clips of him singing the band's songs on YouTube.

Pineda was hired soon after an audition in the United States, and his first album fronting the band debuted in the top 10 of the American Billboard Charts. Pineda and Journey continue to perform at sold-out concerts around the world.
